GRE : Analyze An Argument - 4

The following appeared as a letter to the editor from a Central Plaza store owner.

"Over the past two years, the number of shoppers in Central Plaza has been steadily decreasing while the popularity of skateboarding has increased dramatically. Many Central Plaza store owners believe that the decrease in their business is due to the number of skateboard users in the plaza. There has also been a dramatic increase in the amount of litter and vandalism throughout the plaza. Thus, we recommend that the city prohibit skateboarding in Central Plaza. If skateboarding is prohibited here, we predict that business in Central Plaza will return to its previously high levels."

Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

The accusation made by Central Plaza shop owners is not supported by substantial facts. There are many factors which can affect the number of shoppers in the Plaza which are not mentioned in the letter. The prediction made by the shop owners is not backed up by concrete reasons. 
Economic slowdown can affect the purchasing power of the public, Economic recession results in job losses and lowering of purchasing power of public, and this may be an apt reason for the depletion of shoppers in the Plaza.     
A sudden rise in price may also fend off shoppers. It's plausible that the government has levied some new tax schemes which caused a sudden increase in prices. Due to the sudden increase in price, shoppers find it hard to afford the goods at Central Plaza, and resorting to other cheaper substitutes.
A recent opening of new markets and malls may also affect the number of shoppers, as the total number of shoppers get scattered in different shopping markets. People also tend to try new markets and compare the prices and quality of service and goods with other markets, when a new market comes up in the vicinity.
The letter doesn't clarifies that the people involved in the littering and vandalizing the Central Plaza vicinity are the skateboard users. The time around which such activities occur should be observed and matched with the timing the skateboard users normally show up around the Plaza. It is plausible that some gangs might be involved in vandalizing the shop who don't use skateboards. 
Thus, even if the skateboarding is banned within the Plaza, there is no clear indication that it will bring back the days when shoppers flock at Central Plaza. The shop owners should further investigate the problem and justify whether the skateboard users are the real cause behind the reduction of shoppers or the cause is something entirely different.
